ਜੇਲ੍ਹ ਵਿੱਚ ਨਸ਼ਿਆਂ ਦੀ ਸਪਲਾਈ ਨਾ ਰੁਕਣ ਦੀਆਂ ਲਗਾਤਾਰ ਮਿਲ ਰਹੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਸਰਕਾਰ ਵੱਲੋਂ ਰਾਜ ਦੀਆਂ ਸਾਰੀਆਂ ਛੋਟੀਆਂ-ਵੱਡੀਆਂ ਜੇਲ੍ਹਾਂ ਵਿੱਚ ਬੰਦ ਕੈਦੀਆਂ ਅਤੇ ਹਵਾਲਾਤੀਆਂ ਦੇ ਨਸ਼ੇ ਦੀ ਲਤ ਦਾ ਪਤਾ ਲਗਾਉਣ ਲਈ ਡੋਪ ਟੈਸਟ ਕਰਵਾਉਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਗਿਆ ਹੈ।
ਇਸ ਤਹਿਤ ਸਿਹਤ ਵਿਭਾਗ ਵੱਲੋਂ ਫਰੀਦਕੋਟ ਦੀ ਮਾਡਰਨ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਸਾਰੇ ਕੈਦੀਆਂ ਦੇ ਡੋਪ ਟੈਸਟ ਕੀਤੇ ਗਏ। ਫਰੀਦਕੋਟ ਜੇਲ੍ਹ ਵਿੱਚ 155 ਦੇ ਕਰੀਬ ਮਹਿਲਾ ਕੈਦੀ ਅਤੇ ਅੰਡਰ ਟਰਾਇਲ ਹਨ। ਜਿਨ੍ਹਾਂ ਚੋਂ ਡੋਪ ਟੈਸਟ ਪਾਜ਼ੇਟਿਵ ਆਉਣ ਵਾਲਿਆਂ ‘ਚ ਔਰਤਾਂ ਵੀ ਸ਼ਾਮਲ ਹਨ। ਜੇਲ੍ਹ ਅੰਦਰ ਇੰਨੀ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਨਸ਼ੇੜੀਆਂ ਦਾ ਹੋਣਾ ਇੱਕ ਵੱਡਾ ਸਵਾਲ ਹੈ। ਹਾਲਾਂਕਿ ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ ਜ਼ਿਆਦਾਤਰ ਅਜਿਹੇ ਹਨ ਜੋ ਜੇਲ੍ਹ ਜਾਣ ਤੋਂ ਪਹਿਲਾਂ ਨਸ਼ੇ ਦੇ ਆਦੀ ਸਨ।
ਕਰੀਬ ਸੱਤ ਸਾਲ ਪਹਿਲਾਂ ਅਕਾਲੀ-ਭਾਜਪਾ ਗਠਜੋੜ ਦੀ ਸਰਕਾਰ ਵੱਲੋਂ ਜੇਲ੍ਹ ਵਿੱਚ ਨਸ਼ਿਆਂ ਦੀ ਸਪਲਾਈ ਲਾਈਨ ਨੂੰ ਤੋੜਨ ਲਈ ਸਖ਼ਤ ਫੈਸਲੇ ਲਏ ਗਏ ਸਨ, ਜਿਸ ਕਾਰਨ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਕਈ ਕੈਦੀਆਂ ਅਤੇ ਹਵਾਲਾਤੀਆਂ ਦੀ ਹਾਲਤ ਤਰਸਯੋਗ ਬਣ ਗਈ ਸੀ। ਅਜਿਹੇ ‘ਚ ਇਕ ਵੱਡਾ ਸਵਾਲ ਇਹ ਉੱਠ ਰਿਹਾ ਹੈ ਕਿ ਜੇਲ ਦੇ ਅੰਦਰ ਸਿਹਤ ਵਿਭਾਗ ਵਲੋਂ ਚਲਾਏ ਜਾ ਰਹੇ ਓਟ ਸੈਂਟਰ ਦੀ ਕੀ ਫਾਇਦਾ ਹੈ। ਜੇਲ੍ਹ ਅੰਦਰ ਸਿਹਤ ਵਿਭਾਗ ਵੱਲੋਂ ਚਲਾਏ ਜਾ ਰਹੇ ਓਟ ਸੈਂਟਰ ਵਿੱਚ 725 ਕੈਦੀ ਅਤੇ ਅੰਡਰ ਟਰਾਇਲ ਰਜਿਸਟਰਡ ਹਨ। ਜਿਨ੍ਹਾਂ ਨੂੰ ਨਸ਼ਾ ਛੱਡਣ ਲਈ ਰੋਜ਼ਾਨਾ ਦਵਾਈਆਂ ਮਿਲ ਰਹੀਆਂ ਹਨ।
ਫਰੀਦਕੋਟ ਮਰਡਨ ਜੇਲ ਅੰਦਰੋਂ ਮਿਲੇ ਮੋਬਾਇਲ ਫੋਨਾਂ ਅਤੇ ਨਸ਼ੀਲੇ ਪਦਾਰਥਾਂ ਨੂੰ ਲੈ ਕੇ ਹਮੇਸ਼ਾ ਸੁਰਖੀਆਂ ‘ਚ ਰਿਹਾ ਹੈ। ਬੁੱਧਵਾਰ ਨੂੰ ਹੀ ਮੋਗਾ ਦੇ ਏਐਸਆਈ ਨੂੰ ਫਰੀਦਕੋਟ ਜੇਲ੍ਹ ਵਿੱਚ ਨਸ਼ਾ ਸਪਲਾਈ ਕਰਨ ਦੇ ਦੋਸ਼ ਵਿੱਚ ਫੜਿਆ ਗਿਆ ਸੀ ਅਤੇ ਸੂਬੇ ਦੇ ਜੇਲ੍ਹ ਮੰਤਰੀ ਵੱਲੋਂ ਇਹ ਵੀ ਦਾਅਵਾ ਕੀਤਾ ਗਿਆ ਹੈ ਕਿ ਇਹ ਵਸਤੂਆਂ ਥਰੋਅ ਰਾਹੀਂ ਜੇਲ੍ਹ ਵਿੱਚ ਪਹੁੰਚ ਰਹੀਆਂ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਸਭ ਤੋਂ ਵੱਡੀ ਗੱਲ ਇਹ ਹੈ ਕਿ ਜੇਲ੍ਹ ਅੰਦਰ ਬੈਠੇ ਛੋਟੇ-ਵੱਡੇ ਅਪਰਾਧੀ ਮੋਬਾਈਲ ਤੋਂ ਆਪਣਾ ਨੈੱਟਵਰਕ ਚਲਾ ਰਹੇ ਹਨ, ਜਿਸ ਨੂੰ ਵੀ ਬੇਨਕਾਬ ਕਰਨ ਦੀ ਲੋੜ ਹੈ।
